Slovenia: Change of Roma Law

The new law on the Roma minority is being implemented. One of the main changes is in the future composition of the Roma Parliament, which has been extended from 21 members to 30. Whereas prior to this new law, the main decisions were taken by the Union of Roma of Slovenia (ZRS) and its President Jožko Horvat Muca, a two-thirds majority of 20 Roma municipal councillors will now be required. The parliament will have representatives of the Roma community and from the current five Roma associations.

Roma, Work, and Slovenia

Although the high rate of Roma unemployment in Central and South-Eastern Europe is often attributed to a low level of education and professional skills, one of the more important reasons is discrimination that prevents Roma from entering the labour market on an equal footing.
Integration into the labour market should be a priority in promoting a full social inclusion. Some steps towards this goal were made by the recently completed two-year international Working Roma project, which included the Novo Mesto Society for the Development of Volunteer Work.
As project coordinator Tina Cigler says, in the Working Roma project, partners from nine European countries have tried to develop new tools to prevent intolerance against Roma in the labour market, thereby increasing their employment prospects. The tools and recommendations were developed on the basis of study visits by partner countries, consultations within different groups and good practices that we detected in our partner countries: Italy, Portugal, Spain, Bulgaria, Romania, Slovenia, Greece, Malta and the United Kingdom.

Slovenia and Roma

More reactions in Slovenia following the publications of an Amnesty International report on the situation of refugees and Roma in Slovenia. The report says that the country does too little to stop discrimination and segregation against Roma.

Slovenia: Really?

The news that isn’t one: The police confiscated “several pieces of weapons” and “smaller quantities of drugs” in several Roma settlements as they had received information that Roma were engaged in weapon dealing…
If they were and are, it is a real retail operation judging by the reported numbers… How about the simpler explanation of poverty and petty criminality?

Slovenian Slums

On the occasion of the visit in Novo Mesto of Borut Pahor, the Slovenian President, Bogdan Miklič, President of the Roma Union of Dolenjska, showed the President the life of the Roma in the largest Roma settlement Žabjak, and pointed out that many of the Roma have been living without electricity or water for more than seventy years in extremely bad conditions. He was also critical of the municipality, which does too little for the Roma settlements and warned of their uncontrolled spread. He went somewhat overboard though in comparing the situation of the slums with that of Darfur … This is a comparison better not done.

Slovenia: Critique

The Council of Europe published a report on the status of minorities in Slovenia. The report emphasized that the Italian and Hungarian minorities are the primary beneficiary of special privileges in Slovenia and that the government should make more efforts to improve the Roma situation. Slovenia should therefor implement several measures, with, among other things, greater efforts in the fight against hate speech.

Slovenia: Evictions

Evictions of Roma settlements continues in Slovenia. And in addition, the Roma get jail terms. REALLY!
Ljubo Novak, a Rom of Dobruška Vas was sentenced to a prison sentence last Wednesday because he built a barracks on land belonging to an agricultural cooperative two decades ago. He had no other choice. Novak now sues Slovenia in Strasbourg.

Slovenia: New Law

The new law on Roma community has been undergoing public hearing. During this period, 16 complaints were received at the Nationalities Office on the proposed amendments to the law on the Roma community. While, according to some Romani organizations, there are some positive ideas, others point to an even greater discrimination against the Roma and think that the proposed change in the composition of the Council of the Roma community are not positive.
To be watched.

Slovenia: New Community Law

The Ombudsman, Vlasta Nussdorfer, sharply criticized the planned revision of the law on the Roma community. The law will not bring water and electricity to Roma, but will continue to violate human rights, she concluded. Roma organizations are also concerned with the attempt to distinguish between Roma and “autochthonous” people.

Slovenia: Green Jobs

A conference on green jobs for Roma took place at the Slovenian Tourist Complex of Jezero. The conference was organized by the Union for the Development of the Roma minority Preporod in cooperation with the Office for Nationalities of the Republic of Slovenia and the People’s University of Kočevje. Its purpose was to present examples of best practices to Roma and the wider local community to show that Roma themselves can find work.
There were few Roma participants to the conference, something that the Secretary General of the Association Preporod, said was a reflection of the current situation in Kočevje in the field of Roma issues.

Slovenia: The Roma Councillors

15 years ago, Slovenia issued a law allowing for Roma to be represented at the local councils in all municipalities where they are present. This institution and the association of Roma Councillors have done a great deal to further the cause of Roma in that country.

Slovenia: Partisan Massacre

An excavation of mass graves dating back to World War Two in Slovenia uncovered the remains of 53 Roma, amongst which there were several children. The Roma were shot in 1942 by Yugoslav Partisans.
