The 2nd International Conference on “Roma Customary Law” opened today at the Zagreb Museum of Contemporary Art, an event that could permanently change the status of Roma tradition on a global scale. The main news of the conference is the launch of an initiative to include Roma customary law, known as Romanipen or the Kriss system, on the UNESCO list of Intangible Cultural Heritage of Humanity.

Three decades after the war in Bosnia and Herzegovina, Roma still remain outside the institutional memory, justice and reparations system, although, according to new findings, they were exposed to all forms of war crimes, from murders to expulsions and displacement, it was emphasized at the conference on the suffering of Roma in the period 1992-1995.

The conference was held in the building of the Parliamentary Assembly of Bosnia and Herzegovina under the title “Through Truth to Justice: Thirty Years of Silence on the Suffering of Roma in the Period 1992-1995”, within the project “Improving Roma Participation in Transitional Justice in BiH”, funded by the Government of the United Kingdom.

An open discussion will be held on the 17th of March in the Teologická fakulta, Jihočeská univerzita v ČB,  in České Budějovice. The discussion meeting is intended primarily for representatives of city administration, schools, kindergartens and the professional public. Together they will focus on current topics related to supporting children not only in education, sharing practice, experiences, opinions and opportunities for mutual cooperation. The aim of the meeting is to create a space for dialogue and inspiration for further steps towards quality and fair education for every child.

Conference “Antigypsyism/Racism against Roma and Sinti”

This conference aims to raise awareness of antigypsyism/racism against Roma and Sinti. In particular, it seeks to sharpen the understanding of how to recognize antigypsyist discrimination and to consider it as a cross-cutting issue in administrative work.

Another focus will be on presenting existing measures implemented by the State of Berlin to combat and prevent antigypsyism. These measures will not only be presented but also discussed and considered together with regard to their further development.

Finally, the conference aims to encourage self-reflection – with the goal of critically examining how antigypsyism/racism against Roma and Sinti is addressed within the administrative context and initiating processes of change.

Urban Segregation and the Making of Roma Marginality in Türkiye: The Case of Urla

Dr. Uştuk will present his ethnographic research of the Roma community in Urla, a town near Izmir. The talk will begin with a brief overview of the evolution of Romani Studies in Türkiye, situating the emergence of the field within the broader political transformations prompted by EU accession processes and the Roma civil society movement. Against this contextual background, an ethnographic case study from Urla, İzmir region, demonstrates how gentrification policies led to an “exile strategy” against the Roma community, framing them as the “unwanted others.” The research indicates that structural exclusion operates simultaneously through policy frameworks and everyday narratives of blame, sustaining a long-lasting politics of exclusion.

The OSCE Office for Democratic Institutions and Human Rights (ODHIR) organised a conference in Warsaw on October 13 focusing on Roma human rights.

Ðorđe Jovanović, President of the European Roma Rights Centre, said that ”Sustained funding for human rights monitoring, advocacy and litigation must be urgently restored, along with institutional funding allowing Roma human rights organizations to function and operate independently,” and added that “Donors need to remove bureaucratic barriers and support civil society in protecting rights and holding institutions to account.”

Phen oda romanes (Say it in Romanes) – a two-day series of workshops focused on written Romani will take place on October 4 in Třebechovice and November 22 in Prague. The event is intended for novice and experienced authors, journalists, translators and students of Romani studies – both Roma and the majority. The workshops will be led by experts in Czech and Romanes and will offer space for creative writing, translations (e.g. of biblical and judicial texts) and sharing experiences.

In mid-September, a 3 days Czech-German conference on the current challenges facing genocide research will be held in Lety. Entitled “The legacy of Romani and Sinti survivors across the generations”, the conference will bring together activists, the descendants of such survivors, historians, researchers, and representatives of public institutions to discuss current forms of commemorating this tragedy, the ethical challenges connected to researching the genocide of the Roma and Sinti, the intergenerational transmission of trauma, and memory policy.

A conference entitled We Create a Community of Deaf Roma Together: Deaf Roma as an Invisible Minority was dedicated to discussing the challenges faced by the deaf Roma community, as well as finding concrete solutions supporting inclusion. It will took place on Tuesday in a café on Svätopluková Street in Prešov. As the director of the civic association Svet ticha Tomáš Dunko it also highlighted the results of mapping deaf Roma living in socially excluded localities.

According to Dunko, who is deaf and sign language Roma, this is a relatively new topic that is little known in Slovakia. But it affects a large number of people who experience linguistic and social isolation without sufficient support from the state and society.

Journal Presentation: Études Tsiganes: Ukraine, №72-73 (Spring 2023)

As the invited editor of the special issue of Études Tsiganes: Ukraine, Issue 72-73 (Spring 2023) published in French, Dr. Abakunova will present the journal and discuss the rich history of Roma in Ukraine from the past to the present. Études Tsiganes is a peer-reviewed academic journal for social sciences in French, published by the Fédération nationale des associations solidaires d’action avec les Tsiganes et les Gens du voyage. The special issue is dedicated to Ukraine and Roma living in Ukrainian lands to support research about the Roma of Ukraine that is interrupted due to the war that Russia conducts against Ukraine and to give visibility to the Ukrainian researchers who are carrying out this work. The accessibility to the journal is limited due to its publication in French only; therefore, Dr. Abakunova will provide a brief overview of each article and introduce the Ukrainian and non-Ukrainian authors who contributed to the journal and Ukrainian Roma whose interviews were published in the journal, including of those who are internally replaced or took refuge in other countries. Finally, Anna will discuss the current situation of Romani Studies in Ukraine and how the war conditions impact research.

The Minister of Foreign Affairs and Foreign Trade Timcho Mutsunski participated and addressed the government donor conference “Roma and their friends”, dedicated to projects aimed at improving the integration of Roma into society, with a focus on housing, culture and education.

The Minister highlighted the importance of the National Strategy for Roma Inclusion 2022-2030, which addresses key areas such as education, employment, housing, social and health care. He stressed that the government will continue its efforts to achieve social cohesion and equal development and will firmly keep the promise that “no one will be left behind”, in line with the UN 2030 Agenda.

Unfortunately always with the idea that Roma are “Travellers”… In Perpignan, in the South of France, there was a conference of Manouches, Gitans and Roma. Finally, items stolen from building sites were recovered ina Roma camp near Angers in the centre of France.

Quite a number of articles this past week in France about Roma. A conference on the “Gypsy practises” mentioning nomads; another one on the persecution of Roma, Sinti, and Yénisches, which perpetuates some of the stereotypes; and an action to help Roma from a slum.

After that, a small commune in Western France which doesn’t want to expel Roma without a more permanent housing solution; and finally, a plethora of articles of a false rumour that a small village next to Nantes would see 500 caravans and Roma resettled there.

A conference on Antisemmitism and anti-Roma racism in Greece on October 17th. It goes unter the motto “Let us never forget” and investigates the roots of the Holocaust, a systematic genocide during World War II,  which targeted, Jews and Roma on ethnic grounds. Its roots lie in long-standing prejudices and the radicalization of exclusionary ideologies during the nation-building period of the 19th and early 20th centuries. Understanding this historical context is crucial to recognizing and combating similar forms of discrimination today.
