Three articles in French about the newly voted Šutar law in Slovenia. The Slovenian parliament passed this controversial law in the early hours of Tuesday morning. The law was adopted in a rapid succession, just twelve days after being proposed by the government. Those who voted in favour of the “Šutar Law” see it as essential measures to improve security in Slovenia. However, critics of the law denounce unconstitutional provisions and the risk of equating an entire minority with a security threat.

Roma representatives do not oppose the proposal of the so-called Šutar Act, which was approved, but they warn that the constitutionality of some of the planned measures needs to be checked. Representative of the Črnomalj Roma Zvonko Golobič also warns of overly strict measures regarding social assistance. “These could plunge the Roma into even greater poverty,” he believes.

President of the Slovenian Roma Association Jožek Horvat Muc agrees with the adoption of measures that prevent crime and the actions that led to the law in the first place. However, he warns that the law must be drafted in such a way that the measures envisaged in it will not be constitutionally controversial, which some lawyers warn about. “Therefore, the government should submit some of the proposed measures to lawyers for review and obtain an opinion on whether they are in accordance with the constitution and legal norms,” ​​he told STA. He warns that the law will apply equally to everyone, not just the Roma.

The Higher Regional Court Thürigen (OLG) has decided not to open the case against Bengt Fuchs, Vice President of the Gera Administrative Court, on charges of incitement to hatred.

The Gera Public Prosecutor’s Office indicted Fuchs in April 2025. The indictment stemmed from a Facebook post in which he referred to members of the Sinti and Roma community as “rotating Europeans with a weakness in property rights.” The Public Prosecutor’s Office considered this to constitute the offense of incitement to hatred under Section 130 of the German Criminal Code (StGB).

Well, this is racism.

The Czech President Petr Pavel has signed a law extending the deadline for submitting compensation claims for forced sterilisations to January 2027.

Many Romnja who had been forced-sterilised had tried to get their claims registered, but the process was so slow that they would have seen their claims dismissed. Let’s hope this time it will work.

The Government Office for Nationalities of the Republic of Slovenia, which operates under Luka Mesec’s Ministry of Labor, Family, Social Affairs and Equal Opportunities, sent a proposal for an amendment to the Roma Community Act for public discussion. The purpose of the amendment is said to be to upgrade the legal framework for a more effective integration of the Roma community into Slovenian society.

The new law brings four key changes: it introduces municipal coordinators as a bridge between the state and local levels, changes the composition of the Council of the Roma Community of the Republic of Slovenia (the Council), regulates the basis for co-financing associations, and speeds up procedures for spatial planning of Roma settlements.

Jožek Horvat Muc, a Roma activist, warns that the proposed changes mean a break in continuity in solving Roma issues and a devaluation of the long-standing work of institutions operating in Murska Sobota.

An analysis published by the Office of the Plenipotentiary of the Government of the Slovak Republic for Roma Communities (ÚSVRK) of the Slovak Republic shaw that Roma, while having been facing discrimination in Slovakia in education, healthcare, work and housing for a long time make little use of the existing anti-discrimination laws. Miriam Žiaková, Director of the Media Department of the ÚSVRK said that: “Despite the fact that the existing anti-discrimination law provides them with formal protection, a large part of Roma do not exercise their rights, even in cases where they are directly exposed to discriminatory treatment.”

The Government Office for Nationalities has published a proposal for an amendment to the Roma Community Act on the e-Democracy portal. The deadline for comments is 22 April. The proposal envisages the introduction of a new institute of municipal coordinator to improve the situation of the Roma community as a new link between local communities and the state level. They would be introduced in municipalities with registered Roma settlements, currently in 25 municipalities.
