Slovenia and Roma Money

Slovenia and Roma Money

At the end of October last year, suspicions of the controversial use of state money for Roma in the municipality of Krško were raised. The municipality, led by Janez Kerin, outsourced almost 80 thousand euros worth of workshops and training to the municipal construction company Kostak, about which none of our interlocutors knew anything

At the same time, the municipality, under unusual circumstances, allocated another 20 thousand euros of money to an association founded by Roma councilor Dejan Brajdič. Mayor Kerin needed his vote to support the planned projects. At the time, the municipality denied accusations of misuse of funds received from the state.

This is now being investigated by the police.

An editorial following an incident in a football field in a school where a Roma boy took the ball from an ethnic Slovene who fell and had to be brought to a hospital. The Roma boy was deemed “aggressive”.

The editorial argues that ethnicity has nothing to do with capacities, behaviour, and values.

Blaming Roma is simply not an acceptable excuse.

An article on the condemnation of some Roma to prison for an extortion scheme with pensioners. According to one of them testifying in court: “My husband and I were driving home in the dark when we saw a group of people, Roma, in front of us right in front of our home. They were standing by the road, but the man thought he wouldn’t be able to pass, so he stopped. Suddenly, one of them actually stepped into the middle of the road and hit the hood of the car and started screaming that the man had almost run him over. One of them approached the man, who had opened the window a little, and demanded that we give him 50 euros, otherwise he would call the police. The one who hit the hood of the car lay down on the road and took pictures of the car, but otherwise everything happened very quickly.”

The sign Danger of collision – dogs without supervision has upset the villagers of Mihovica. Instead of the authorities doing their job, they are shifting the responsibility onto the drivers, they say.

Well, who’s to blame: Roma…

When stereotypes mix with education… Music, songs, this is what Roma children are faced with in “integration”. According to the article, “Roma children actively participated the whole time, we checked on a regular basis whether they understood the stories presented, as some have difficulty understanding the Slovenian language. Smiling and motivated, they happily participated in the creative workshop and coloured a colouring book with fairy-tale characters from the show.”

This is not how one achieves integration…

The parliamentary group of the Slovenian Democratic Party has submitted a request to convene an urgent session of the Committee for Petitions, Human Rights and Equal Opportunities. At the session, they want to discuss the item entitled Piety and dignified burial of the murdered victims from the clandestine cemetery Jama pod Macesnova gorica.

The reason for the request is the decision of the Ministry of Défense to temporarily transfer more than 3,000 mortal remains of victims of interwar and post-war violence, some of them Roma, which have so far been stored in inappropriate conditions in the garage of Komunala Kočevje, to the ossuary near Škofja Loka. “Despite announcements about seeking consensus with relatives and the general public, the transfer was carried out unilaterally, without prior agreement on the final burial location,” the SDS parliamentary group warns.

Roma Community Act

The Roma Community Council of the Republic of Slovenia does not support the draft amendment to the Roma Community Act, they concluded at Friday’s extraordinary session. They believe that the draft contains numerous shortcomings that must be eliminated in order for it to be in line with the constitution. They propose that it be withdrawn from further procedure due to its failure to observe fundamental legal principles.

In their position on the draft amendment, they wrote that the proposer, the Office of the Government of the Republic of Slovenia for Nationalities, did not take into account key normative and constitutional aspects when preparing the draft. “In addition, the draft contains numerous shortcomings that must be eliminated in order for the law to be in line with the constitution and to provide an appropriate legal basis for the operation of the Roma Community Council and the implementation of its tasks,” they are convinced.

Among other things, they believe that the state would interfere too much with the competences of local communities by determining the tasks of municipal coordinators introduced by the amendment, explained the president of the Roma Association of Slovenia, Jožek Horvat Muc.

Roma Settlements in Slovenia

The Ministry of Cohesion and Regional Development recently announced that they have distributed dedicated funds to municipalities for this year and next year to regulate communal infrastructure in Roma settlements. All municipalities that applied for them received the funds, except for the municipality of Ribnica. This is a municipality where Roma live in three irregular settlements without basic communal infrastructure, mostly without water, often without electricity. One of them, Lepovče, was visited last year by the President of the Republic, Nataša Pirc Musar.

It seems that the municipality did not want to co-finance Roma projects, which is contrary to the rule for attribution of such money.
