Reading this article, one cannot but ask how bad journalism can get. It seems this is a very deep pit indeed. This article manages to present all stereotypes, mixes travellers and Roma and well, is of really bad taste …

Poland: Controversy over Schools

A Polish controversy highlights how Roma are regarded in that country (in spite of their low number): Resident of a Roma settlement are going to school in a neighbouring village instead of going to the school in their own village.

Roma Children in Bosnia

A reportage on a project of Caritas in Bosnia to help children integrate in the school system. The project is run in ten primary schools in Bosnia.
The article contains the usual views on Roma – better learn rather than beg – and fails to indicate that ten school are only a few of the one needed. But much more, it fails to say that many Roma were victims of the war and were evicted from their original homes.

The European Roma Platform probably missed a point in their deliberation and focus, namely that of the education at an early age of young Roma. This is where the problem starts and one of the key sources of later problems on the job market.

European Economic and Social Committee (EESC) hosted the 11th European Platform for Roma Inclusion on the 27th and 28th of November. The main topic centred on the path from education to employment for young Roma.
Let’s hope thst this will bring something concrete.

Slovakia: Special Schools or not?

Slovakia has a tradition of putting Roma in special school for children with mental problems. An NGO wanted to check the situation. It still exists, but is probably more differentiated. In the Rokycani district, 20% of Roma children are still enrolled in such schools. High by any standards, but lower than it was.

Bulgaria: Hepatitis

There is an hepatitis A epidemic in the Roma Mahala in the small town of Rakovski near Plovdiv in the centre of the country. Non Roma parents have been protesting and requesting Roma children be removed from the elementary school.
How about treating them instead?

Not many news this week in France – probably a reflection on the moratorium on expulsions during the winter. Well, the least news there are, the better!
First, a reportage on Roma children who are not attending school, essentially because their parents are not registered in the commune. Sometimes also because mayors are actively preventing Roma children from attending school in their districts. Then, the usual news: In Alfortville, residents want a camp to be closed; in Ivry, a collective is trying to help Roma who were expulsed a long while back from their camp; in Pantin, an illegal traffic of pets; in the North, the decision to forbid foraging trash has been upheld by the Conseil d’Etat; and finally in Strassbourg, a new camp for roughly 30 asylum seekers and some Roma.

Slovakia: Education or Business

It seems that some schools in Slovakia are considering Roma children as a business rather than as pupils who need to be taught. In brief, the staff selected children, apparently overwhelmingly Roma, diagnosing them with various health disabilities, which resulted in their subsequent inclusion in a group of pupils with special educational needs where the school could receive more than twice the amount of money than for standard pupils.
Slovakia has a long story of putting Roma children in classes for mentally disabled people – before basically as racism, now for profit…

Ten years ago, the European Court of Human Rights condemned the segregation of children, in this case 18 Roma who were placed in a school for children with mental impairments and asked for equal access for all children in the EU.
There is still work to be done!

Poland: Integration Program

Vojevodes of Poland are asked to submit plans for the integration of Roma. The Roma Integration Program funds are devoted to four areas: education, health, work and housing. Applications may be submitted for three types of projects: comprehensive actions to increase the integration of the local Roma community (interdisciplinary social projects), small grants and individual grants (local), and nationwide systemic projects (with a strong preference for preferred scholarship programs for students and students of Roma).

Unfortunately, a standard week in France. And not only outside Paris or Lille, but also in smaller cities. First, an expulsion in St. Etienne, in the centre of France; then in Angers, in Western France, where Kosovo Roma will be expulsed from their camp and in Nantes, were a camp is slowly being closed; in the North of France, a fight for granting Roma children a special tariff in public transports (a tariff that all other school children have) is ongoing; and then, the Paris region with Roma allowed to stay (for the time being) in disaffected hospital buildings in Melun; a new illegal camp along the Marne river; a camp in Bonneuil threatened with closure; and a hefty bill for a clean-up of a former camp in Poissy, on the site of the Paris St. Germain football club training centre.

Slovakia: Devolution?

Jozef Červeňák , the candidate of the Roma Initiative of Slovakia (RIS) to the post of Chairman of the Košice Self-Governing Region (KSK) wants a significant improvement in the state of roads in the region, in the stability and development of small municipalities as well as a dual two-year education of children from socially weak families geared towards the automotive industry. The self-governing region should, according to him, be more keen to revive tourism. The shift in the solution of the Roma issue is seen in the transfer of competences from the central government to the region.
